1. Lead in developing the research scholarship program, including institutional mechanisms for the review, evaluation, and criteria for the selection of research proposals, guidelines, procedures, the ToRs of the research committee, and quality assurance.

2. Lead the selection and shortlisting of research proposals.

3. Lead consultations with the project’s stakeholders, including CIUs, WSSCs, TMAs, local governments, and relevant academic institutes, for the identification of research needs and topics and the development of calls for research proposals.

4. Support the media and communication experts in developing a communication strategy for the dissemination of information related to research scholarship opportunities, calls for proposals, dissemination of research results, and publication of knowledge products.

5. Develop research frameworks and plans and a repository of data and information, research papers, journals, knowledge products and other relevant materials required for GAP and impact assessments.

The specialist should have a university degree in disaster management, environmental management, 

environmental science, social sciences, environmental engineering or any other relevant technical field. 

At least 10 years of working experience in International Projects is required in disaster management 

including disaster response, recovery and capacity building, preferably related to flood risk 

management, prevention and control.

In particular, the specialist is expected to have demonstrated experience in developing modules and short courses and capacity building focused on disaster management, climate resilience, business continuity and recovery planning. Previous experience in TVET sector would be beneficial. Excellent interpersonal 

skills and a strong command on the use of Microsoft Office software are essential.

Excellent communication and intercultural skills for working with diverse international stakeholders.

In-depth knowledge of international DRR frameworks, such as the Sendai Framework, Hyogo Framework, and

The candidate must have at least 10 years of experience in procurement & contract management, practical knowledge of the Government of Sindh’s regulations and procurement regulations & contract administration systems and procedures in foreign-funded projects, and two years’ experience as a civil engineer or related field. Excellent analytical, problem-solving, interpersonal, & communication skills; highly proficient in the use of project management, procurement, contract management, and Microsoft Office suite applications.

Preference will be given to those who possess relevant experience with donors (ADB and WB) or their funded projects and overseas relevant experience / relevant experience with international organizations and government institutions.
